Disposal Principle
A judge cannot spontaneously examine and decide a case without the request of one of the two parties.
Unless explicitly stated in the law, no one may be forced to open the case in their favor or claim the right to do so.
On the subject of the lawsuit, on which the parties can freely save, the power to save continues after the lawsuit is filed.
